Official Import Rules
Hong Kong uses a group classification system for pet imports. Group I (rabies-free countries: UK, Australia, NZ, Japan, Hawaii, Singapore etc.) — no quarantine for dogs with microchip, rabies vaccination, and AFCD import permit. Group II (low-risk countries: US, Canada, most EU) — microchip, rabies vaccination, AFCD permit, and short supervised period. Group IIIA (China mainland, as of June 2025) — microchip, two rabies vaccinations, FAVN titer test (≥0.5 IU/ml), and up to 7 days quarantine. Group IIIB (high-risk countries) — microchip, two rabies vaccinations, FAVN titer test, and up to 4 months quarantine. ALL dogs require an AFCD import licence applied for at least 4 weeks before arrival. Dogs must arrive at Hong Kong International Airport (HKG) as manifest cargo only — no cabin pets. Japan belongs to Group I (the rabies-free/long-absent group), not Group II. Group I includes the UK, Ireland, Australia, New Zealand, Fiji, Hawaii, Japan, and Bailiwick of Jersey. Group I dogs require a microchip, health certificate, and proof of residence — no rabies vaccination and no quarantine if all permit conditions are met. According to official AFCD announcements, only Macao was included in Group IIIA when the category launched on 1 December 2024, and Mainland China was added effective 3 June 2025. There is no official AFCD confirmation that Malaysia, Thailand, Hungary, or Lithuania are in Group IIIA. The full and current country list should be verified directly on the AFCD import page. Dogs imported from Group IIIA countries/places are subject to a minimum of 30 days post-arrival quarantine at an AFCD Animal Management Centre or a Licensed Quarantine Centre. The quarantine duration should be stated as a specific minimum of 30 days, not simply 'reduced quarantine'. Group IIIA dogs must also obtain a satisfactory Rabies Neutralising Antibody Titer Test (RNATT) result. Blood must be collected at least 90 days and no more than 1 year before export, taken at least 30 days after primary rabies vaccination, and tested at an AFCD-approved laboratory using FAVN or RFFIT method with a result of at least 0.5 IU/ml. The RNATT is a mandatory step for Group IIIA and is not mentioned in the current content. Dogs from Group IIIB countries/places are subject to a minimum of 120 days (4 months) quarantine at the AFCD Animal Management Centre — this is a minimum floor, not a ceiling. The phrase 'up to 4 months' is incorrect and misleading; the actual requirement is at least 120 days. While dogs arriving by air must travel as manifested cargo, dogs imported from Mainland China may also enter Hong Kong through land border control points (in addition to Hong Kong International Airport). The statement that all dogs must arrive at HKG is inaccurate for Mainland China-origin imports. Special breed restrictions apply: Bengal dogs may only be imported into Hong Kong if documentation confirms the dog is of the 5th generation (F5) or higher from the wild ancestor. Prospective importers of Bengal dogs should contact AFCD directly to determine what documents are required to demonstrate generation status. No breed-specific restriction for Savannah dogs is noted on the official AFCD import page. Microchip

Fighting breeds (Pit Bull Terrier/Amstaff type, Japanese Tosa, Dogo Argentino, Fila Brasileiro) are prohibited from import. 'Known dangerous' large-dog rules apply locally: dogs over 20 kg must be leashed in public.
