Official Import Rules
Singapore requires an AVS import licence (apply 2–4 weeks in advance), ISO microchip, rabies vaccination (Category B–D countries), FAVN titer test (Category C–D), and government-endorsed health certificate. Singapore categorises countries: Category A (UK, AU, NZ, Japan, Hawaii — no quarantine), B (US, Canada, most EU — 10-day home quarantine), C–D (30+ day quarantine at approved facility). Since July 2024, Singapore uses a three-tier Schedule system (not Categories A/B/C/D). Schedule I countries (rabies-free: Australia, New Zealand, Republic of Ireland, United Kingdom only) require no quarantine if veterinary conditions are met. Schedule II countries (controlled rabies risk, a broader list) generally do not require quarantine for personal imports unless specific conditions are triggered, in which case a minimum 10-day home quarantine applies. Schedule III countries (all others not in Schedule I or II) require a minimum 30-day post-arrival quarantine at an approved Animal Quarantine Centre (AQC), and animals are vaccinated against rabies on arrival. Japan, Hawaii, the USA, Canada, and most EU countries are NOT in Schedule I. According to official AVS veterinary conditions, blood sampling for rabies serology must be conducted at least 28 days after a valid rabies vaccination (primary or last booster), not 30 days. The official AVS Schedule II veterinary conditions state that blood sampling must be done at least 90 days (not 180 days) prior to export, and no more than 12 months prior to export, with a rabies neutralising antibody titre of at least 0.5 IU/ml. There is no 180-day waiting period stated in current official conditions. The government-endorsed health certificate for Schedule II and III conditions must be issued within 10 days of travel by an accredited vet, per official AVS guidelines. The parasite treatment and health examination must also be completed within 2 to 7 days before export. Dogs must be at least 12 weeks old at the time of export from the origin country, regardless of schedule category. Since 1 September 2024, under the Dog Management Framework jointly implemented by AVS and HDB, dogs are officially permitted in HDB flats — up to two dogs per flat (alongside one dog of an approved breed). Dog owners must microchip and license their dogs. The transition period for licensing runs until 31 August 2026. The official AVS import veterinary conditions for dogs and dogs do not list sterilisation as a mandatory pre-import requirement. While sterilisation is strongly encouraged for domestic licensing purposes, the AVS import conditions page makes no mention of a mandatory sterilisation requirement for imported dogs. The official AVS import page addresses pets arriving both as accompanied/excess baggage (in-cabin or checked) and as manifest cargo, with differing arrival procedures at Changi Animal and Plant Quarantine (CAPQ) for each mode. Pets travelling in-cabin or as excess baggage are transferred directly from the aircraft to CAPQ by ground handlers. Note: the current official AVS import procedure page makes no mention of a mandatory AVS-recognised pet agent requirement or a ban on self-clearance for arriving pet owners; travellers should verify this directly with AVS before relying on any such claim, as it does not appear in the published import procedure.

Breed restrictions
Scheduled Part 1 breeds are banned from import: Pit Bull types (incl. American Staffordshire), Akita, Boerboel, Dogo Argentino, Fila Brasileiro, Neapolitan Mastiff, Tosa, Perro de Presa Canario and crosses. Part 2 breeds (Rottweiler, GSD, Mastiffs and others) require insurance, banker's guarantee and muzzling in public. HDB flats additionally restrict which breeds may live in public housing.
